It's reported that she's waiting on a study by the Partnership for New York City to gauge the bill's effect on small business. The study's opponents say that it's just a move to stall the legislation and give business owners "undue influence on the outcome of the bill." CEO of the Partnership for NYC claims that previous studies have favored the workers in the past, not the business owners.
